The Original Article entitled: "Organization and First Convention of the Pampanga Dental Society" by Dr. Gregorio Y. Rodriguez





This article is a compilation of all the personal interviews which the author (my uncle) started in 1949 with his uncle, Dr. Tomas Layug Yuzon, the FIRST PRESIDENT OF THE PAMPANGA DENTAL ASSOCIATION (1931 to 1934).


It was initially published in October 25, 1964 for the souvenir program of the 33rd Annual Meeting and Scientific Session of the Pampanga Dental Society (which I posted in the bottom after the updated 2003 version) during the term of the author as President of the Pampanga Dental Society (1962 to 1964). I was bemused to note that it has been copied and rewritten without permission several times thereafter (i.e. from the 70's to date) by many "Copy Cats" insensitive to the risk of infringing someone's copyright- unmindful of the exactness of the details (like spelling of names, sequence of events, etc.). It's infuriating to think that for many years, it was inaccurately altered significantly and thus, unreferenced-  they don't want to give credit to the original author to hide the fact that their article was only copied from someone else's work. Because they are not historians like the Original author, without knowing what they're doing, they made it different, badly transformed, and messed up.


 The Author himself made the necessary corrections in year 2003 while he was still alive (He died in 2011) and asked me (together with then Pampanga Chapter President, Dr. Emerito R. Garcia) to publish it in the Special souvenir magazine of the joint celebration of the 72nd Anniversary of the PDA, Pampanga Chapter and the 100 Years of Philippine Dentistry in order to perpetuate not only for today but for all time to come for the sake of our history and younger generation of dentists.

The birth of organized dentistry in Pampanga was on Oct.25,1931. The organization was then called "Pampanga Dental Association". 
 The one seated 3rd from left ( second row) is my late grandfather, Dr. Tomas L. Yuzon, the First President of the Pampanga Dental Association (1931-1934).

Re-affiliation of Pampanga Dental Society with Philippine Dental Association.


Below is the Letter of Invitation in 1962 by the Philippine Dental Association President Bienvenido B. EraƱa to the new President and Board of Directors of the Pampanga Dental Society highly recommending the re-affiliation of the Pampanga Dental Society as a constituent chapter of the PDA to again achieve national unity in organized dentistry in the country.

It will be noted, that the previous year, the PDS had severed its relations with the PDA and declared itself as an independent dental organization due to some controversy. This conflict between the two organizations was however, amicably resolved in due time.






Resolution dated December 30,1962, which amicably resolved the break in the relations between the Pampanga Dental Society and the Philippine Dental Association in connection with the Exchange Visitors Program Committee, Subcommittee for Dentists with regards to securing permit for dentists to travel abroad.

It will be noted that the Pampanga Chapter declared itself separated and independent of the PDA in conjunction to the so-called "Screening Board" of the Subcommittee for Dentists.

The resolution which settled the controversy after a dialogue with an agreeable compromise was unanimously approved and signed by the Officers and Board of Directors of the Pampanga Chapter in order to preserve the unity in the national organization.

Personal Memorabilia of Dr. Gregorio Y. Rodriguez, DMD, FICD - DENTAL BOARD TOPNOTCHER, BOARD OF DENTAL EXAMINER & CLINICAL FELLOW of EASTMAN DENTAL DISPENSARY & DEPT.OF DENTISTRY & DENTAL RESEARCH- University of Rochester, NEW YORK




In the June 1950 Dental Board Examinations, my uncle Dr. Gregorio Y. Rodriguez was the First Placer. He was the first native born and resident of the province of Pampanga to top the Dental Licensure Examinations.
This is the front page news that came out in the Afternoon Edition of  The Manila Times, "THE DAILY MIRROR" on October 10,1950. CODS - College of Oral & Dental Surgery was one of the Dental Colleges opened before the Second World War (founded in 1933). It was situated at 1740 Rizal Avenue, Sta. Cruz, Manila with Annex Bldg in 1950 at 1858 Oroquita St. Sta.Cruz, Manila. The said college was closed in 1960.







Dr. Gregorio Y. Rodriguez: A Trailblazer in Philippine Dentistry

In the history of Philippine dentistry, Dr. Gregorio Y. Rodriguez stands out as a trailblazer, being the First Native-born and Resident of the Province of Pampanga to top the Dental Licensure Examinations. His remarkable achievement in the June 1950 Dental Board Examinations paved the way for future generations of dentists from the province to excel in their field.

His groundbreaking achievement in the June 1950 Dental Board Examinations not only brought pride to his family but also served as an inspiration for aspiring dentists from Pampanga and other parts of the Philippines. As the first native-born and resident of the province to top the Dental Licensure Examinations, Dr. Rodriguez set a precedent for future dentists from Pampanga to follow in his footsteps.

1964-67  PDA Pampanga Chapter President Dr. Leon G. Mallari tendered a testimonial banquet in honor of Dr. Gregorio Y. Rodriguez as a "Member of the Board of Dental Examiners" together with the other Board of Dental Examiners led by Chairman Dr. Alfonso C. Salcedo, members Dr. Feliciano K. Cruz, Dr. Donato R. Dionisio, Sr., and Dr. Feliza Sta. Ana Turla, on March 31, 1966 at the Pampanga Hotel in San Fernando, Pampanga.



This was the first time that the whole membership of the Dental Board were all present in a dental function held outside of metro manila. Incidentally these 5 Honorees were the First Appointees of the Chief Executive to compose the Board of Dental Examiners, with the implementation of a provision of RA4419 or The Philippine Dental Act of 1965, increasing the membership of the Board from the original 3 to 5 active private practitioners of the profession.
 Also notable in this affair is that the incumbent mayor in San Fernando at the time, and on his second term was Dr. Jose C. Quiwa, a past president of the Pampanga Chapter, who gave the Welcome Remark and Introduction to the Main Honoree.  After the program, social hour followed with the exchanges of pleasantries, dancing and raffle of prizes.

Dr. Gregorio Rodriguez , Pampanga Chapter President 1962-64, is the First active member of the PDA Pampanga Chapter, to serve as Member of the Board of Dental Examiners (1965-66), now the Board of Dentistry, Professional Regulation Commission.

Dr. Rodriguez’s Time at The University of Rochester

 In 1953, Dr. Rodriguez was awarded a scholarship to further his studies at The University of Rochester in New York, United States. He was granted the prestigious “Clinical Fellow” certification in the Department of Dentistry and Dental Research at the Eastman Dental Dispensary, of The School of Medicine and Dentistry.
 

During his tenure at The University of Rochester, Dr. Rodriguez made significant contributions to the field of dentistry. He was trained in various aspects of dental research, including oral pathology, restorative dentistry, oral radiology, and oral surgery. 

 

Dr. Rodriguez’s work at The University of Rochester earned him the title of “Clinical Fellow,” which was awarded from September 10, 1958, to June 18, 1954. This recognition highlighted his dedication to the field and his commitment to advancing dental science.

REGULATING THE DENTAL PROFESSION IN THE PHILIPPINES

It is of interest to note that while dental work had already been being done and performed in the Philippines even before and during the Spanish Regime, there was never a Royal Decree that has been issued by the Spanish Authority to govern and regulate the practice of dentistry in the country, so much so that anyone, although unschooled in dental education who happens to acquire a little experience and training in the art, could venture to practice the trade or the calling.

It was only until the American Occupation when the U.S. Regime had established its Civil Government in the Islands that the Philippine Commission enacted Act No. 593 known as the First Dental Law on January 10,1903, entitled "An Act Regulating the Practice of Dentistry in the Philippine Islands", that dental practice became a legally established profession in the country.

The significant provision of this Act No. 593, was the creation of the Board of Dental Examiners composed of three reputable practitioners of Dental Surgery to be appointed by the Commissioner of Public Health and were vested with the powers to administer and regulate the practice of the profession. The first appointee of the Dental Board who assumed office in February 1903, were two American dentists and a lone Filipino member, Dr. Antonino Vergel de Dios, the First Filipino graduate and practitioner of Dental Surgery from abroad.

The Board of Dental Examiners then immediately enforced the provisions as provided for in the Dental Law and implemented rules and regulations set up for lawful practice of the said profession.

With the passage of Act No. 2462 in February 1915 by the Philippine Assembly amending the First Dental Law, members of the Dental Board were to be appointed by the Director of Health with the approval of the Secretary of Interior.

Under the Reorganization Law of 1932, or Act No. 4007, the Board of Dental Examiners was placed under the direct supervision of the Bureau of Civil Service. The Examining Boards of the Medical and Allied Professions, including the Board of Dental Examiners were transferred from the Dept. of Interior to the Dept. of Public Instruction.

In January 1914, with the Executive order of the President, pursuant to Commonwealth Act No. 430, the Examining Boards of the Medical and Allied Professions were transferred to the Dept. of Health and Welfare for these Examining Boards to the Health Department Secretary.

The passage of Republic Act No. 546 by the 2nd Congress of the Philippines and signed by the President in June 1950, reorganized and placed all the Boards of Examiners under the Office of the President and gave the Chief Executive the appointing power and that includes the Board of Dental Examiners.

Republic Act No. 4419 or the Philippine Dental Act of 1965, passed by the 5th Congress of the Philippines and signed by the President on June 19, 1965 , provided for the increase in the composition of the Board of Dental Examiners from 3 to 5 members. The law provided for the regulation, control and supervision of the practice of dentistry in the country. Aside from the Board of Dental Examiners, 2 other agencies were created, the Council on Dental Education and the Council for the Advancement of Dental Research.

Thru the Presidential Decree No.223 in the mid nineteen seventies, then President Ferdinand Marcos ordered the separation of the Boards of Examiners from the Civil Service Commission and elevated the government body to a new independent agency, directly under the office of the President named Professional Regulation Commission and 2 Associate Commissioner. Since then, the Board of Dental Examiners became the Board of Dentistry.

The Professional Regulation Commission together with the Board of Dentistry, as well as the Philippine Dental Association will always serve to protect and safeguard the prestige and integrity of the dental profession in the Philippines.
